PIERRE — The city commission gave its support to proposed state legislation allowing for an additional penny of sales tax Tuesday.

The unanimous vote was for a motion of support for a bill that requires governing bodies to use the extra funds for specific projects.

The bill also requires the new tax to be voted on by residents.

“It’s a pretty restrictive bill,” said commissioner Steve Harding. “There’s a lot of checks and balances.”

Mayor Laurie Gill said the bill is far from being approved on behalf of the South Dakota Municipal League.

“During the legislative process, a lot can change,” she said.

Pierre is one of many class 1 cities and smaller communities to show its support for the proposed bill, Gill said.

Money can only be used for projects otherwise not funded, according to the bill.

“Maybe some work on downtown revitalization, maybe development of some areas we don’t have money for within the community,” Gill said of potential uses.

“It’s really a tool for municipalities to use. If the legislature gave us the ability to do this we would have to go through an ordinance process and have public hearing and implement it at the local level.”

" You are so right!! That is exactly what is wrong with this town. A new person tries to explain how unfriendly and univiting this town is and all they hear is "you are the one with the problem, maybe you should just move out" Seems to me several newcomers to Pierre feel the same way so do we all have a problem or does the old guard need to change and accept they are part of the problem? "

" Classic Pierre response: "Don't like it, move!" THAT is problem number 1 with this town. How welcoming to visitors and potential residents.

I didn't say I didn't like Pierre... I do. But there are things that need changing. If you have lived here your whole life, you're used to getting screwed. Or maybe you're too stupid to realize you have been. "

Last time I checked there was no roadblock between here and any other place you'd like to live. Van Metre is a community you should look at. No utility costs, no road costs, no snow removal, and no city government. A city on the move (backwards). Sounds like your kind of place.....bye "

Even though it has been bitterly cold, we have not adjusted our thermostat at all and our bill went up by $50....we have never had a bill this high in the winter time....and to boot they change the billing and due dates WITHOUT telling you...how crooked is our city?? I'm about ready to move across the river or to the county so we can live a little cheaper...we can't keep getting these increases without an increase in our pay. And you guessed it - we are state employees. "

" I suggest you read the posts again. Nobody is disputing that it has to be voted on. So my guess is that everybody has actually read the story and knows it must be voted on.

What I do get out of the posts though, is the feeling that the people don't even want the city to try to introduce it in the first place. Well, that and people feeling like they're getting screwed by the local businesses. "

" I suggest everyone read this bill - it's not long......if the legislature passes it, municipalities that want to try to use this option MUST put it to a vote to the public, it can only go for a certain project and a specific dollar amont and MUST be repealed once that amount has been reached......it's taking the power out of the councils hands and is putting the power in the people's hands.....that sounds like a good idea to me "

Oh yeah, you obviously feel like you're above everybody else and to me, that means that you have the bigger problems if you cannot see yourself for what you are. What's the matter, do you own a business in this town and the truth is hitting close to home in these comments? "

Granted it is your right to whine but it makes your type look silly. Don't want to shop in Pierre then don't. Don't be part of a "club" that demeans the business people of Pierre. That is really low. " They simply increase the cost of the product. Here is how business owners operate...increase the tax on the sale of their product by $.25 and they turn around and raise prices $.50 or more. SImply gets passed on to the customers. That's what businesses do.

Two key elements if you want to do well in Pierre...product and price.

Speaking of shallow thinking, you didn't wade too far into the economics thought pool now did you? "

Have you ever stopped to think that the business owners have ONE vote each just like you? It takes rather shallow thinking to blame all that happens in Pierre on thelocal business owner. "

" Not in favor of this tax hike but am amazed that they will bring it to a public vote. NOTHING gets to a public vote in this town. And there have been plenty of things that should have and if they were, Pierre wouldn't be in the financial situation they are in. "

Reminder wrote on Feb 4, 2010 8:45 PM:

" Just a reminder to the commissioners and the mayor, you work for us, not the other way around. Keep that in mind before you try to burden the taxpayers even more.

All you would accomplish by this is to drive more people out of town or on-line to do their shopping...which is already happening. I know a lot of people doing that now and a lot more that are close to cutting their "buy local" ties.

If you really cared about local businesses, you won't even try to go there. "

" Just what did you mean by, "Pierre is one of many class 1 cities and smaller communities to show its support for the proposed bill, Gill said." Don't you mean, "The mayor and city commissioners" are in favor of it? I haven't found one John Q. Public person who is in favor of this at all.

Do us a favor, stop thinking you can speak on behalf of everybody. When you are up for re-election, try running on the "Raise taxes" platform and see what happens. "

They have met their financial obligations in a timely and scheduled manner.

I am disappointed in the leadership of this town. For the last 10 years we have had several utility rates. Yet according to the city and consultants they hire, the system is in need of updates? Then what was the money used to rate increases going towards? Why when they compose their budget didn't they plan for capital improvements.

    Additional tax bad idea. "

Resident wrote on Feb 3, 2010 8:02 AM:

Here's an idea, put that extra money toward paying for curb and gutter work and quit putting it to the property owners. I'll guarantee you the city would quit doing unnecessary replacement for curbs an gutters that are still ok and functional. "
