The unanimous vote was for a motion of support for a bill that requires governing bodies to use the extra funds for specific projects.
The bill also requires the new tax to be voted on by residents.

“It’s a pretty restrictive bill,” said commissioner Steve Harding. “There’s a lot of checks and balances.”
Mayor Laurie Gill said the bill is far from being approved on behalf of the South Dakota Municipal League.
“During the legislative process, a lot can change,” she said.
Pierre is one of many class 1 cities and smaller communities to show its support for the proposed bill, Gill said.
Money can only be used for projects otherwise not funded, according to the bill.
“Maybe some work on downtown revitalization, maybe development of some areas we don’t have money for within the community,” Gill said of potential uses.
“It’s really a tool for municipalities to use. If the legislature gave us the ability to do this we would have to go through an ordinance process and have public hearing and implement it at the local level.”

All you would accomplish by this is to drive more people out of town or on-line to do their shopping...which is already happening. I know a lot of people doing that now and a lot more that are close to cutting their "buy local" ties.

I am disappointed in the leadership of this town. For the last 10 years we have had several utility rates. Yet according to the city and consultants they hire, the system is in need of updates? Then what was the money used to rate increases going towards? Why when they compose their budget didn't they plan for capital improvements.

Here's an idea, put that extra money toward paying for curb and gutter work and quit putting it to the property owners. I'll guarantee you the city would quit doing unnecessary replacement for curbs an gutters that are still ok and functional. "
